How does innovation differ across sectors in Europe? Evidence from the CIS-SIEPI database

The paper investigates how innovation differs across manufacturing industries in Europe. It uses the rich set of information available from the CIS-SIEPI database, a new dataset which includes CIS2 data on the innovative activity of 22 manufacturing sectors in ten European countries. The results of principal component and cluster analyses suggest the existence of four distinct sectoral patterns of technological change: (i) ‘advanced usersbased’, (ii) ‘systemic’, (iii) ‘investment intensive’, and (iv) ‘embodied diffusion’ industries. The new taxonomy is tested and then compared to Pavitt’s well-known taxonomy by estimating a multinomial logit model. The results of the econometric analysis show that the new taxonomy appears to classify sectoral patterns of innovation in Europe in the period 1994-1996 more precisely than Pavitt’s. 1 A previous draft of this paper has been presented at the SIEPI project workshop in Urbino, December 1 2003, and at the Globalisation Programme seminar in Oslo, December 1
